Robert Lee

CEO & Co-Founder

Robert Lee has spent two decades partnering with higher education institutions to help identify, position, and launch degree programs into the online and hybrid market. His experience spans a wide range of institutions, from niche bootcamps to ivy league institutions, and includes involvement in the entire student journey, from initial brand interaction through graduation.

In 2017, Robert expanded his work beyond higher education to introduce Policy Lab, a platform focused on connecting patients with clinical trial opportunities. As Policy Lab grew, the platform went on to partner with some of the largest CRO’s and pharmaceutical organizations in the United States, and its patient enrollment experiences were instrumental in providing participants for numerous studies aimed at addressing chronic and viral diseases.

Through his experience in higher education and healthcare, Robert has extensive experience working in regulated environments, with familiarity around regulatory frameworks such as Title IV compliance and Institutional Review Board (IRB) oversight. Robert works closely with the editorial team to make sure that these frameworks are accurately implemented across the larger Pac Shores content creation process.

Luke Hopkins

CTO

Luke Hopkins is a Chief Technology Officer and senior software engineer with over 12 years of experience delivering robust, scalable digital platforms across marketing, education, and veterinary software sectors. While specialising in hands-on software development, Luke has led technology strategy across the full stack—from application architecture to cloud infrastructure and compliance.

As CTO at Policy Lab, Luke led the technical direction of a platform designed to help users efficiently discover clinical trials aligned with their individual needs. He oversaw the design and delivery of core platform functionality, integrations with multiple contract research organisations (CROs), and the cloud infrastructure that supports the service. A key focus of his role was ensuring that sensitive user data and registration workflows met strict HIPAA compliance standards.

Luke also serves as CTO at another business, bringing a pragmatic, delivery-focused approach to technology leadership that balances long-term strategy with hands-on execution. He works primarily with AWS, TypeScript, Laravel, and Angular, and is known for building systems that are secure, maintainable, and aligned with business goals.
